
BACKGROUND TO MULAGO SCHOOL OF NURSING AND MIDWIFERY The school was founded in 1995 under the British colonial government in line with Government Policy of training health workers to address promotive, preventive, rehabilitative as well as curative care in Ugandan communities, the school started with the training of enrolled nurses, and then upgraded to registered nursing level in 1962. Midwifery started in 1967. Ownership Mulago School of Nursing and Midwifery is a public training institution and is owned by the Ugandan Government under the Ministry of Education and Sports. Mandate: Mulago School of Nursing and Midwifery derives its mandate from the Universities and other Tertiary Institutions Act 2001, to conduct courses or programmes in Diploma Nursing, Diploma Midwifery for direct students and Diploma Registered Comprehensive Nursing for Extensors. Competence Based Training (CBT) approach to Residential or Distance assisted with electronic or Distant assisted with electronic or print satellite or similar firm of transmission of information as provided by the Act. 
BASELINE INFORMATION In order to implement and accomplish its programmes Mulago School of Nursing and Midwifery uses a number of resources and infrastructure. Human Resource The school is currently equipped with teaching and non teaching staff who support implementation of activities at the school. Infrastructure Despite the expansion in enrolment, the school has remained to operate under the original infrastructure meant for 120 students when it started in 1955. Thus the school operates using the following infrastructure to support school activities such as classroom and clinical teaching, community activities, and research  Student Numbers
At the time of preparing this Strategic Plan, the school had registered expansion and upgrading of the curriculum to absorb a total 780 students of whom 303 are registered midwives and 477 are nurses. Thus there is a mismatch between student population and infrastructure. The details of the student numbers are summarized in the table below  Academic Programmes
The school runs two year certificate Course in Nursing and Midwifery in two semesters for each year. It admits direct entrants from senior six and has also introduced a programme for nurses and midwives who wish to upgrade in from enrolled status to registered nursing and midwifery. In short the academic programmes include; Diploma in Nursing Diploma in Midwifery Diploma in Comprehensive Registered Nursing (Conversion) for Extensors. Advanced Nursing Care Domiciliary Training Non Academic programmes In addition to the core curricula academic programmes, the school also runs extra curricula programmes like music, dance and drama, games and sports, fellowships, cultural restoration and political education. Sources of funding The institution is supported by the Government of Uganda and development partners like the European Union which supports the institution and the technical staff to run the school activities. However, with the policy of private students’ sponsorship scheme, the school is able to internally generate revenue through school fees contributions. VISION, MISSION AND CORE VALUES Through brain storming the following were agreed upon as the institutional provisions for Mulago School of Nursing and Midwifery. Vision A highly reputable training institution in nursing and midwifery for professional advancement Mission statement To produce highly competent and motivated nurses and midwives with positive attitude to deliver quality health care services for sustainable socio-economic development. Core Values Mulago School of Nursing and Midwifery is driven by the following values: Quality In all activities the school will confer professional standards to ensure value for money while producing output that can advance professionally deliver quality services. Competence The school shall demonstrate competence and professionalism in the accomplishment of its mandate. Training shall be conducted at the highest level of professional standards and the human resource shall exercise professionalism in all their undertakings. Teamwork The school administration shall work together to achieve a common objective, respecting each other’s contribution, realizing and appreciating that we need each other in order to accomplish our tasks. Equity and Equality We shall strive to avail opportunity to every being, irrespective of sex, age, political affiliation or religious background. Transparency In all ways, the school shall be open in all ways, telling the truth, ensuring that the resources (funds, equipment, and time) are utilized effectively and efficiently Objectives Strengthen the financial position of the school in the interest of the school. Accountability shall underpin the approach of all Governing Council members, management and support staff to their duties and responsibilities. All the school staff are expected to be truthful, reliable, and accountable for their actions. Integrity The school will demonstrate a high sense of moral and ethical standards in the execution of its transactions with stakeholders and the general public. Efficiency In the health profession there is no room for error given the devastating consequences. In this line therefore, as a school we shall at all time endeavor to do right for purposes of promoting good health and uplifting the profession Goal: Improve the quality of training and Management in Mulago School of Nursing and Midwifery Link between Mulago Nursing School objectives and National Goals: The goal and objectives of Mulago Nursing School are in consonance with the two goals of the Education Sector Strategic Plan (2004-2015), which provide a comprehensive direction. They are: An education system which is relevant to Uganda’s national development goals Students achieving education goals An effective and efficient education sector.
